MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL
 

A regular meeting of the New Underwood City Council was held at 6:05 p.m. in the Community Center on March 18, 2015.  Present were: Mayor Jack Trullinger, Council member’s: Rikka Buchtel, Larry Graham, Laurie Holloway, and Kathy Trullinger Also present: Finance Officer Meri Jo Anderson, Jeff Hoffman, Tim Hall, and Dianne Trullinger. The meeting was called to order by Mayor Trullinger.

 

2015 EQUALIZATION

The Council sat as the local board of equalization prior to the regular meeting.  No objections were received this year.

 

AGENDA

Motion by Graham second by Buchtel to approve the agenda.  Aye: all. Motion carried.

 

MINUTES 

Moved by Holloway second by K. Trullinger to approve the March 4, 2015 and the 2015 equalization minutes.   Aye: all.  Motion carried. 

 

2014 DRINKING WATER REPORT

The 2014 drinking water report was presented to the Council.  All tests were within the acceptable standards.  A copy of the report is available on line at newunderwood.com and also at City Hall.

 

PUBLIC WORKS POSITION

The Mayor presented Mr. Tim Hall as his choice for Public Works Supervisor, and the Council concurred.  Once Mr. Hall has his four certificates and made it through his probationary period he will be appointed Director of Public Works.

 

RAISING METER DEPOSITS AND PENALTY CHARGES

Ordinance Number 15-02 received its first reading. This ordinance raises the fees as follows:

Utility Deposit will go from $50.00 to $150.00; Late fee goes from $1.00 a month to $20.00 a month.  Moved by Buchtel second by Holloway to approve the first reading of Ordinance Number 15-02.  Aye: all.  Motion carried.

 

WELL REPAIRS

The Mayor thanked Councilor Graham for running to Sioux Falls to pick up a new pump, so it could get installed in well #2 as soon as possible, Rapid Valley Water Department for all their help and advice, Racicky Ditching for working and repairing well #1, the city staff for open communications, and the citizens for conserving water. The city had the repairs done prior to completely running out of water.

 

POST PROM DONATION

Motion by Buchtel second by Graham to donate $100.00 to the Post prom committee.  Aye: all.  Motion carried.

 

BOBCAT BROOM

As previously discussed during the Council meetings, the broom on the bobcat is wearing out and needs replaced.  Motion by K. Trullinger second by Buchtel to expend up to $5,000.00 for a new broom.  Roll call vote. Aye: Buchtel, Graham, Holloway, and Trullinger.  Motion carried.

 

COMMUNITY CENTER

The policy guidelines on the Community Center need updated and clarified.  Moved by K. Trullinger second by Graham to collect the $150.00 deposit as a damage/cleaning fee, and charge $10.00 a day if the renter goes in a day early or stays a day over.  Aye: all.  Motion carried.  The Council wants this put in writing so that the renter understands that if it takes longer than the regular two hours to clean (one hour per cleaner), they will have to pay a $15.00 an hour cleaning fee from their deposit. Also if the community center is not rented the day prior to an event and the renter wants to get in a day early or leave a day late, they will pay an additional $10.00 a day fee.

 

GOLDEN WEST

 A permit from Golden West to install fiber optics in the alleys was presented.  Mayor Trullinger explained that he and  the City Staff  had attended a preconstruction meeting and that we have all the necessary contact numbers to make sure this project runs smoothly from April through September.  Motion by Holloway second by Buchtel to approve this permit and authorize the Mayor’s signature on any and all paperwork necessary.  Aye: all.  Motion carried.

 

OTHER ITEMS DISCUSSED:

  1. The finance officer gave the Council a list of the fixed assets and depreciation schedule thru 2014.

  2. The finance officer presented a written report on the National League of Cities conference in Washington DC.

  3. Ground Storage Building garage door opener in.

  4. The new bobcat is in Rapid City and will be delivered next week.

  5. The Chemical bugs have been put into the lagoon to keep the smell down.

  6. The SDML district 9 meeting is at Crazy Horse on April 8, 2015.

  7. Pet Clinic is April 18, 1015.

  8. Clean Up week-end is April 25 & 26, 2015.

  9. Mayors Luncheon is March 24, 2015 in Edgemont.

  10. The peak flow meter will be installed at Well #2 once Paul’s Electric gets the parts.

     

    Being no further business Mayor Trullinger adjourned the meeting at 6:45 p.m.
