MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL


A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on September 4, 2019. Present were: Mayor Jack Trullinger, Councilmembers: Teresa Gossard, Larry Graham, and Kathy Trullinger. Absent: Karin Shoemaker. Also present: Public Works Director Tim Hall, Meri Jo Anderson, Finance Director, Kristi Pritzkau, Finance Officer, Deputy Jeff Jones, Melanie and Josie Tish, Serena Rice, Jim Szymonski, and Alexa White. The meeting was called to order by Mayor Trullinger with the Pledge of Allegiance following.

AGENDA

Motion by Gossard second by K. Trullinger to approve the agenda with the addition of Resolution #19-09. Aye: all. Motion carried.



MINUTES

Moved by Graham second by Gossard to approve the August 21, 2019 minutes as presented. Aye: all. Motion carried.

The financial reports, bill-list, savings sheets and vouchers were presented. Moved by K. Trullinger second by Graham to approve the financial reports and the following warrants as presented. Aye: all. Motion carried.

POOL MANAGER

As Melanie Tish prefers not to be full time next year there is a Pool Manager opening for 2020. Applications are available at City Hall and on the website.
The pool heater has worked well this summer and had raised the temperature 10 degrees in one day.
Two solar covers will be ordered for the pool.
The pool vacuum works very well and saves a great amount of time cleaning the pool.
The pool will be winterized as soon as temperatures are consistently in the 70 degree range to prevent the growth of mold.
Melanie Tish has sent thank you letters to Golden West, West River Electric and Modern Woodmen for their donations at the fundraiser.
Mayor Trullinger thanked Melanie Tish for all of her hard work this year and in the past.
Melanie thanked the Mayor and Council and said she has enjoyed all of her time at the pool and reiterated that she is willing to help train the next pool manager.


PUBLIC WORKS

More EZ Street has been applied to the streets.
They are in the process of installing new meters, some are going in easier than others. It may be necessary to work some weekends to complete this project.
The dump was inspected by DENR and received good to acceptable ratings. The one problem was that plastic bags were found in the compost pile. Mayor Trullinger complimented Public Works on the rating.


LAW ENFORCEMENT

Deputy Jones presented the written monthly report. He said the Labor Day events had no issues and the street dance went well.



MAYOR

Mayor Trullinger sent two letters since the last meeting concerning mowing of yards.

Motion by Gossard second by K. Trullinger to approve Budget Ordinance #19-08. Hearing no discussion from the audience or Council, Mayor Trullinger asked for a Roll call vote. Aye: Gossard, K. Trullinger, Graham. Motion carried.



SPECIAL LICENSE

It was moved by Gossard seconded by Graham to approve transferring SL # 19-09; Moe’s Bar and Grill; Benefit Event to the Community Center instead of the Rodeo Grounds on September 7, 2019 if needed. Aye: all. Motion carried.



PENNINGTON COUNTY PRE DISASTER EMERGENCY MITIGATION PLAN

Alexa White with Pennington County Pre Disaster Emergency Mitigation Program explained the plan and that is necessary to approve this 420 some page Pre Disaster Mitigation Plan so that in case of any emergency we are better prepared on what to do. Dustin Willett has been very thorough with this update and it has been approved by FEMA and other emergency management organizations. A hard copy and a digital copy will be available at City Hall. Mayor Trullinger read the Resolution to adopt the Plan.



RESOLUTION # 19-09



WHEREAS the primary role of the government is to provide for the welfare of its citizens; and

WHEREAS the New Underwood City Council recognizes the threat that natural hazards pose to people and property within City of New Underwood; and

WHEREAS the City of New Underwood has collaboratively prepared a multi-hazard mitigation plan, hereby known as the 2018 Pennington County Pre-Disaster Mitigation Plan in accordance with the Disaster Mitigation Act of 2000; and

WHEREAS the 2018 Pennington County Pre-Disaster Mitigation plan identifies mitigation goals and actions to reduce or eliminate long-term risk to people and property in the City of New Underwood from the impacts of future hazards and disasters; and

WHEREAS, the 2018 Pennington County Pre-Disaster Mitigation Plan will be utilized as a guide for planning related to disaster mitigation and other purposes as deemed appropriate by the New Underwood City Council.

NOW THEREFORE, BE IT RESOLVED that the New Underwood City Council does hereby support and duly adopts the 2018 Pennington County Pre-Disaster Mitigation Plan for the City of New Underwood, South Dakota.

POOL MANAGER JOB DESCRIPTION

It was moved by K. Trullinger seconded by Gossard to adopt the new pool manager job description. Aye: all. Motion carried.



OMNISITE

Upgrade to 4G; OmniSite; 3G Service ends Dec. 31, 2019 so it will be necessary to update. Public Works Director Tim Hall said they will send the lift station board in to get the updates and he will need to physically monitor it until it is sent back. The cost of this board upgrade will be $299.00. The water tower update will be after that at a cost of $860.00. The cost of this had been previously approved as this is a necessary update.



CITIZEN CONCERNS

A citizen questioned why trucks were allowed to use their engine brakes in city limits. The Council explained to a resident that the decision had been made earlier to eliminate the section in the Nuisance Ordinance preventing the use of engine brakes in City limits.



OTHER ITEMS DISCUSSED:

Councilor Gossard will not be able to attend the next Council meeting.
A Ave. was closed at 10 a.m. on Sunday, September 1, 2019 for the Labor Day Celebration events.


Being no further business Mayor Trullinger adjourned the meeting at 6:26 p.m.
