MINUTES OF THE

NEW UNDERWOOD CITY COUNCIL

 

A regular meeting of the New Underwood City Council was held on July 19, 2006 at 6:00 p.m.  Present were: Mayor Benita White, Councilmembers: Jackie Dahlquist, Michael Green, Tyler Richter, and John Torrey.  Also present: The Fin. Officer Meri Jo Anderson, Dir. Public Works Greg Hall, Rob Goodman, Mike Holloway, Jack Trullinger, Kris Kroll, Sheila White, Dallas Ness, Jeanie Parmely, and Marvin Rask.      

 

AGENDA

Moved by Dahlquist second by Green to approve the agenda.  Aye: all.  Motion carried.

 

MINUTES                                                               

Motion by Torrey second by Dahlquist to approve the July 5, 2006 minutes.  Aye: all.  Motion carried.  The July Ec. Dev. Minutes were presented to the Council.

 

FINANCIAL REPORT & BUDGET                                                                                  

The Finance Officer presented the governmental funds reports.  A memo explaining municipal accounting and the 2007 preliminary budget figures were presented to the Council.  They will get any projects they have in mind to the office by the first week of August, so more preliminary figures can be ran.  A public budget hearing will be held in mid August.                                                                           

 CHIP SEAL PROJECT

The Public Works staff installed a different motor on the distributor this week and began Chip Sealing.  (Thanks to Councilman Richter for finding an inexpensive used motor.)

The Mayor asked about the price of doing drive ways.  The Dir. of Public Works stated that this is too cost prohibitive.  Councilman Dahlquist suggested citizens contact Border States while they are in this area.

 

CITY HALL BUILDING

The purchase agreement with Albert and Dolores Crosbie has been signed.  The City takes possession in October.  Mr. Crosbie called today and said the Councilman could stop by anytime to look the building over.  Councilman Green feels the city needs to develop a plan on the moving logistics.  Items discussed were the propane tank, clearing the building of cement dust, and the big doors.

 

SPIKING PERMIT

SP#06-11; Dallas Ness; August 5, 2006

Motion by Green second by Richter to approve permit #06-11.  Aye: all.  Motion carried.

 

COMMUNITY CENTER COMMITTEE

The Community Center Committee requested the use of the Community Center on Fridays for dance classes for Kids.  They would need the Center from 8 a.m. to 3 p.m.  After a lengthy discussion it was moved by Richter second by Green to grant this request for a one month trial and see how it goes if the dance company supplies proof of insurance.  Aye: all.  Motion carried.

 

ORDINANCE NUMBER 06-07

The fence ordinance number 06-07 received its second reading.  After much discussion on the stringent requirements a replacement ordinance amending the current ordinance by adding only section 6 received its first reading.  Motion by Green second by Torrey to approve the first reading of ordinance number 06-07 as amended.  Aye: all.  Motion carried.

 

BUILDING PERMIT

Building Permits

     #06-26; Brian Olafson; 402 S. “C” Ave; temporary storage shed

Motion by Torrey second by Green to approve Building Permit #06-26 for a temporary storage shed for six months.  Aye:  All.  Motion carried. 

 

NON DOMESTIC ANIMALS WITHIN CITY LIMITS

Jeanie Parmely spoke to the Council about the letter she received in reference to the goats she had on a vacant lot by the rodeo grounds.  She had no problem moving them, but asked what steps to take to make sure this vacant lot was mowed in the summers.  The Mayor stated you make a complaint to City Hall when the grass needs mowed and the City will contact the property owner to abate this nuisance.

 

COMMUNITY CENTER

Street Heating came down to look over the furnaces to find compatible air conditioning for the Community Center.  He will get a quote to the City.  Councilman Richter will contact a couple of other companies and get quotes from them also.

Lance Graham is getting the City a quote on installing attic vents.

 

OTHER ITEMS DISCUSSED THROUGHOUT MEETING

  1. The booster pumps are pressurized to the north.   
  2. Drainage.  Mr. G. Hall will check on if a post and reflector are needed and unplug the culvert if necessary.
  3. The Council received their new handbooks from the SD Municipal League. 
  4. Councilman Torrey thanked the City for the plant they received during their time of bereavement.

  Being no further business the Mayor adjourned the meeting at 7:00 p.m.
