MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL

A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on March 17, 2020. Present were: Mayor Jack Trullinger, Councilmembers: Teresa Gossard, Larry Graham, Tara Richter and Kathy Trullinger. Also present: Meri Jo Anderson, Finance Director, Kristi Pritzkau, Finance Officer Jon Pahkamaa, Caleb Dustman, Jon Oberlander and Ronnie Racicky. The meeting was called to order by Mayor Trullinger with the Pledge of Allegiance following.



AGENDA

Motion by K. Trullinger second by Gossard to approve the agenda. Aye: all. Motion carried.



MINUTES

Moved by Graham second by Richter to approve the March 4, 2020 minutes. Aye: all. Motion carried.



GARBAGE TRUCK REPAIRS

The estimate from Excel Truck & Trailer Repair, Inc. in the amount of $4,414.76 was passed around. Mayor Trullinger had approved the repairs as was allowed by Council permission at the previous meeting. It is hoped that the repairs will be completed by next Monday.



MAYOR

The public is encouraged to contact City Hall for information on underground tank removal if needed.

Ordinance #20-02 received the second reading.

ORDINANCE NUMBER 20-02

AN ORDINANCE TO AMEND ARTICLE II SECTION IV; GENERAL



BE IT ORDAINED by the Common Council for the City of New Underwood that Article II; General; Section IV be amended to read:

ARTICLE II SECTION IV

The Mayor and Alderman shall have two regular meetings per month which will be on the first Wednesday and third Wednesdays of the month the Tuesday that is thirteen days after. The meetings shall be open to the public.
The Mayor and Alderman shall meet the third Monday of March, as per SDCL, for the purpose of equalizing the assessment of property. The Equalization Board may adjourn from day to day until the process is complete, but must be complete within five days.
A special meeting may be held at any time upon call of the Mayor, Council President or Finance Officer by oral or written notices to the members. Notice of such special meeting shall be given to each alderman at least twenty-four hours before such special meeting is held either personally or by notice by facsimile, electronic mail or telephone, unless an emergency exists.
Meetings may be conducted by teleconference in accordance with SDCL Ch. 1-25 and other applicable law.

It was moved by Graham seconded by Gossard to approve the second reading of Ordinance #20-02. Roll call vote. Aye: Gossard, Richter, K. Trullinger, Graham. Motion carried.



VOLUNTEER FIRE DEPARTMENT

Members of the Volunteer Fire Department explained that there will be a fundraiser at the Community Center with a free will donation barbeque and a silent auction on April 19, 2020 and they asked if the Council would lower or waive the cost of the Community Center for it. It was moved by K. Trullinger seconded by Gossard to not charge for the 18th of April set up date and to lower the cost of the Community Center rent from $125.00 to $50.00 on April 19th for this event. Aye: all. Motion carried.



DISTRICT MEETING 2021

It was moved by Gossard seconded by K. Trullinger to hold the District Meeting in New Underwood next year as it was cancelled this year. Aye; all. Motion carried.



MEETING CHANGE

It was moved by K. Trullinger seconded by Gossard to change the next Council meeting back to April 1,2020 at 6 p.m. as the District Meetings have been cancelled. Aye: all. Motion carried.



SPIKING PERMIT

It was moved by Gossard seconded by Richter to approve Spiking Permit #20-06 for John Hall for the Class Reunion at Community Center on June 20, 2020. Aye: all. Motion carried



OTHER ITEMS DISCUSSED:

Governmental fund sheets were presented.
The Asyst billing system is still in the process of being utilized.
The City Clerk is using her sick leave until further notice.
Being no further business Mayor Trullinger adjourned the meeting at 6:19 p.m.
