MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL


A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on June 20, 2018. Present were: Mayor Jack Trullinger, Councilmembers: Teresa Gossard, Karin Shoemaker, Larry Graham, and Kathy Trullinger. Also present: Meri Jo Anderson, Finance Director, Kristi Pritzkau, Finance Officer, Dir. of Public Works Tim Hall, Melanie and Josie Tish. The meeting was called to order by Mayor Trullinger.



AGENDA

Motion by Gossard second by K. Trullinger to approve the agenda. Aye: all. Motion carried.



MINUTES

Moved by K. Trullinger second by Graham to approve the June 13, 2018, minutes as presented. Aye all. Motion carried.



PUBLIC WORKS

The recent rains caused the sewer to back up in a few residences. There has been one claim form picked up at City Hall for damage done in their basement.
The trash pump was taken out to the lift station to help the regular pump keep up with the amount of rainfall we have received.
Mr. Hall has an interview scheduled for Thursday morning to hire someone to help with City work.


POOL MANAGER

After having an issue arise at the pool with outside food, the Council agrees that there should be no outside food or drink at the pool.



POOL FUNDRAISER

Motion by Gossard second by K. Trullinger to allow the use of the Community Center, for the movie at the fundraiser June 21, 2018, if it is too wet to use the park. Aye: all. Motion carried.



MAYOR

Two residents were contacted about mowing their yards. The City will mow one of the properties, at the request of the property owner and they will pay the City, and the other property owner will mow their own as soon as the weather clears up.
An audit was budgeted for 2017 and the Council agreed that one should be scheduled.


SPECIAL LICENSE #18-02

SL#18-02 Corner Bar; Rodeo Grounds; June 25- July 9, 2018 extension needed due to the rain.

Motion by Gossard second by Shoemaker to approve this extension. Aye: all. Motion carried



WATER AVAILABILITY

Mayor Trullinger suggested getting a metal riser for the shut off at 111 N. C Ave. Motion by Gossard second by Shoemaker to invest in a metal riser and install a lock on it for this property. Aye all. Motion carried.
Motion by Graham second by Shoemaker to give Mayor Trullinger permission to file criminal charges against the occupants of this residence for continuously turning their water on without paying for the usage. A meter reading is needed for an exact amount owed to the City for the utilities.

AN AMENDMENT TO ARTICLE VI SECTION G. – SNOW AND ICE CONTROL POLICY

BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF NEW UNDERWOOD, SOUTH DAKOTA THAT ARTICLE VI; SECTION G; BE AMENDED TO READ AS FOLLOWS:

G. SNOW AND ICE CONTROL POLICY

It is the policy of the City of New Underwood to initiate snow removal operations to maintain traffic as long as visibility is above minimum and weather conditions are such that plowing can be done safely and effectively.

The Mayor has the responsibility of initiating all snow removal actions using their best judgment and considering all prevailing weather conditions, amount of snow fall, and type of snow fall. The Mayor will also decide when/where to commence operations in emergency or extreme conditions.

The general practice will be as follows: When snow fall is at least two (2) inches, all roads and sidewalks in priority route schedule will be followed. At this time plowing or sanding may commence before, during, and after normal working hours as well as weekends and holidays. Deviations will occur. For example, storm severity may preclude all snow removal operations or seriously impede response or an emergency may require a different allocation of resources.

1. Sidewalks in Central Business District

2. “A” Ave and parking areas in Central Business District and Fire Hall concrete

3. Ash Street from “A” Avenue east to the school, then north on all of Madison Street to Hwy 1416, (the L) and the L; being Bailey Street and Linn Street, west and north of the school.

4. Parking lots at the school: east, west and south side

5. Oak Street east from “A” Avenue to Monroe Street

6. All other streets by efficiency routes as determined (someone has to be last)

NOTE: Sanding and plowing of any streets may be stopped at any time to go back to higher priority streets to re-sand or plow, if conditions warrant.

MAYOR SALARY



BE IT ORDAINED by the Common Council of the City of New Underwood. Pennington County, South Dakota that:



The Mayor’s salary will be $6000.00 a year to be paid monthly, plus the option of being a member of the City’s Health Pool which is provided to all full time employees,to pay for theMayor’s individual coverage.



The Mayor will be paid mileage compensation at the rate established by the Federal Government when attending to the business of the City.



Per SDCL 3-8-12. Salary increase of full-time elected official who may vote on own salary delayed. If the salary of any full-time elected official who may vote on his own salary is increased, the increase for that elected official may not commence until the expiration of the term for which such official was elected, or until two years after the passage of such increase, whichever is less.

MOBILE HOME PARKS



BE IT ORDAINED by the Common Council for the City of New Underwood that Article IV; Mobile home parks; be amended to delete:

E. Permit requirements

After a mobile home park has been established and approved, park owners or managers may issue permits, without approval in advance, but permit must be filed in the City Hall within five (5) days after move on, with all fees paid, or permit may be declared invalid by the City Council, and the mobile home may be subject to removal by Council action.

OTHER ITEMS DISCUSSED:

Governmental fund sheets were presented.
All monies raised at the fundraiser will be deposited into the City’s account.
Councilmembers K. Trullinger and Shoemaker plan to attend the annual budget training in Rapid City, SD on July 12, 2018.
Elected Officials Workshop is in Pierre July 18, 2018.
The property owner of 513 S. A Ave. will be contacted to inquire as to the timeline for the demolition of the building.




Being no further business Mayor Trullinger adjourned the meeting at 6:40 P.M.
