MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL


A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on March 15, 2018. Present were: Mayor Jack Trullinger, Councilmembers: Teresa Gossard, Karin Shoemaker, Larry Graham, and Kathy Trullinger. Also present: Meri Jo Anderson, Finance Director, Kristi Pritzkau, Finance Officer, Dir. of Public Works Tim Hall, Tyler and Kim Richter and Dan Hall. The meeting was called to order by Mayor Trullinger.



AGENDA

Motion by K. Trullinger second by Gossard to approve the amended agenda to include Special License #18-01. Aye: all. Motion carried.



MINUTES

Moved by Gossard second by Shoemaker to approve the March 1, 2018, minuteswith the following corrections, EFTPS; General Fund -311.86; Total General Fund – 11,215.06; EFTPS; Water Fund – 2,475.62; Total Water Fund – 16,986.18; Total EFTPS – 2,787.48 Total Bill List -$34,366.62. Aye: all. Motion carried.



PUBLIC WORKS

The water was turned off at 111 N. C Ave. and a padlock was installed at the curb stop.



PAY LOADER

A pay loader was purchased from TranSource (Sheehan) with new batteries and tires. The old tires will be kept for spares as they are not completely worn out.



MAYOR

Thank you to the Wicksville Workers for the generous donation to the Food Pantry.



SPECIAL LICENSE

Motion by Gossard, second by Shoemaker to approve Special License #18-01 to be used Saturday, March 17, 2018, if weather impedes the use on Friday, March 16, 2018. Aye: all. Motion carried.



DONATION

Kim Richter requested a donation for post prom. Motion by Graham second by Gossard to approve a donation to New Underwood School Post Prom in the amount of $100.00. Aye: all. Motion carried.



WATER AVAILABILITY

Dan Hall; water availability; 16056 229th St.

Moved by Shoemaker second by Gossard to approved water availability to Dan Hall for 16056 229th St. Aye; all. Motion carried.

Discussion followed on where to hook on to the water system. Options include 2 inch on the west side of 161st St. or 6 inch on east side of 161st St. The council discussed the benefits of getting the 6 inch main on the west side of the road. Mr. Hall stated he would go in on cost sharing with the City the amount it would otherwise cost him to hook to the east side of 161st St. with a 2 inch service line, in the event a 6 inch main was installed to the west side of the road.



SPRAYING OF WEEDS IN THE PARK

Motion by Shoemaker second by K. Trullinger to table this matter until more local contractors are contacted for prices. Aye; all. Motion carried.



ORDINANCE # 18-02

Utilities Ordinance #18-02 received its first reading. This is an amendment to increase the penalty and the amount of deposit when customers become delinquent. Moved by Graham second by Gossard to approve the first reading. Aye: all. Motion carried.



OTHER ITEMS DISCUSSED:

Governmental fund sheets were presented.
Councilmembers all plan to attend the district meeting in Wall on April 3, 2018.
Mayor Trullinger is having knee surgery March 20, 2018. Council President Gossard will sign checks and administer meetings while he is recovering.
Water loss ratio for the City of New Underwood was less than 3% in 2017.
Complaints are again being received concerning the condition of the trailer court on C Ave. i.e. junk vehicles, building materials, and debris, etc.
Residents need to be aware that it is their responsibility to shovel the sidewalks on their property when it snows.


Being no further business Mayor Trullinger adjourned the meeting at 6:40 P.M.
