Minutes June 21, 2017
A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on June 21, 2017. Present were: Mayor Jack Trullinger, Councilmembers: Teresa Gossard (By teleconference), Larry Graham, Karin Shoemaker, and Kathy Trullinger. Also present: Finance Officer Meri Jo Anderson, Asst. Finance Officer Kristi Pritzkau, Dir. of Public Works Tim Hall, Marvin Rask, and Dianne Trullinger. The meeting was called to order by Mayor Trullinger.
AGENDA
Motion by Graham second by K. Shoemaker to approve the agenda. Aye: all. Motion carried.
MINUTES
Moved by K. Trullinger second by Gossard to approve the June 7, 2017, minutes as presented. Aye: all. Motion carried.
PUBLIC WORKS
- Easy Street began last week, they are using fabric this year, which isn’t a cure all, but is supposed to help with the performance of the chip seal.
- Mowing is ongoing.
- Garbage will be picked up on July 5th due to the 4th of July being on Tuesday. Councilor Shoemaker will put notice on NU Classifieds. Mr. Hall will issue a code red.
MAYOR
Mayor Trullinger reported the pool has used less water than in the last three years, so the leaks may be fixed.
Elected officials workshop July 19, 2017. Councilors Gossard, Graham, and Shoemaker plan on attending.
PARK MONIES:
Councilor Shoemaker is going to get some cost estimates for the different projects she would like to see done at the tennis courts and will present them to the Council. She will continue to communicate with the school and hopes to get matching funds from both boards for these improvements at the school.
ORDINANCE NUMBER 17-04
Traffic Control ordinance number 17-04 received its second reading.
APPLICABLE TO ALL CITY ORDINANCES AND TO THOSE RESOLUTIONS WHICH HAVE BEEN SPECIFICALLY DESIGNATED TO APPLY.
BE IT ORDAINED: By the City of New Underwood, Pennington County, South Dakota, be amended into the existing ordinances as follows:

All penalty clauses on all existing Ordinance in and for the City of New Underwood shall be declared amended to read as follows: Violation of any City Ordinance shall be a minimum of a $100.00 fine and a maximum fine not to exceed $200.00, and/or 30 days in jail. If the common council determines that a violation of City Ordinance exists after an appeal hearing, a criminal citation may be issued to the offending party and/or the City may abate the offense as provided in Article VII; Section A; Appeals to Common Council, which appeal process is incorporated into this ordinance, and charge the cost of abatement plus any costs or attorney fees against the property by special assessment. A minimum of at least 72 hours must lapse before another citation for the same offense is issued. This penalty clause shall apply to all articles, sections, or parts thereof of the compiled City of New Underwood Ordinances.

ORDINANCE NUMBER 17-05
Penalty Clause ordinance number 17-05 received its first reading. This ordinance adds that the property owner is responsible for mowing in right of way from the alley to the street. Moved by Shoemaker second by K. Trullinger to accept the first reading of ordinance number 17-05. Aye: all. Motion carried.
PayGOV.US
Resolution Number 17-06 was introduced.
RESOLUTION NUMBER 17-06
WHEREAS the New Underwood City Council recognizes the need to offer better means to pay their consumer fees in a timely fashion, and
WHEREAS PayGOV.US, LLC has a comprehensive payment solution for our customers, offering the option of credit card, debit card, ACH electronic check transactions and recurring monthly payments, 24/7, using the internet or by phone. Thus not burdening all the taxpayers with the service fees incurred to accept credit cards and debit cards currently, and
NOW THEREFORE BE IT RESOLVED by the New Underwood City Council that a service agreement be entered into with PayGOV.US for a monthly agreement that is automatically renewable every month until the Council agrees in writing to discontinue this service and they authorize the Finance Office signature on this agreement.

- The Finance Officer presented the written report on Human Resource School and Finance Officer’s School.
Being no further business Mayor Trullinger adjourned the meeting at 6:37 p.m.
