                                                        MINUTES OF THE

NEW UNDERWOOD CITY COUNCIL

  

A regular meeting of the New Underwood City Council was held at 6:00 p.m. in the Community Center on September 22, 2009.  Present were: Mayor Benita R. White, Councilmember’s: Jackie Dahlquist, Michael Green, John Torrey, and Jack Trullinger.   Also present: Finance Officer Meri Jo Anderson, Dir. of Public Works Greg Hall, Sgt. Kurt Weber, Cris Allen, Diane Trullinger, Marvin Rask, and Tralice Ellis. 

 

AGENDA

Moved by Green second by Dahlquist to approve the agenda.  Aye: all. Motion

carried.

 

MINUTES                                                               

Moved by Trullinger  second by Dahlquist to approve the September 1, 2009 minutes as presented.  Aye: all.  Motion carried.

 

FIRST MEETING IN OCTOBER

Due to the Municipal League convention the first meeting in October will be held on Friday October 2, 2009 at 6:00 p.m.

 

RADIOLOGICAL TREATMENT

The Mayor updated the Council on the meeting with the engineer on September 17, 2009.  The bid packages are done and awaiting DENR, SRF, and CDBG’s approval.  The bid notices will go in the paper October 8 & 15 with the bid opening being on October 29th at City Hall.  After the bids are received thy must go to these agencies to get approval that they are qualified bidders.

 

LAW ENFORCEMENT

Sgt. Weber reported that the summer has been good.  The Council still needs to set up a meeting with Lt. Brubbakken. 

 

BUILDING PERMIT

BP#09-24; Randy Lehmann; 306 S. “A” Ave; storage shed

This shed was moved to the east of the garage so that it meets set backs.  Motion by Trullinger second by Torrey to approve this permit.  Aye:  Dahlquist, Torrey, and Trullinger.  Abstain:  Green.  Motion carried.

 

PARKING AT FOOTBALL FIELD

After some discussion, the parking at the football field was tabled until Mr. Flint could be present to answer Council questions.

 

TREES AT THE PARK

The trees at the park are being cut down tomorrow, with new trees being planted on Saturday.  The Boy Scouts will be helping with this project.  This is being done with grant monies from the forestry department, which the Mayor applied for.

 

BARRICADE ON ORIN & PINE

The Council agreed this barricade could be moved to allow the land owner to enter his garage and residence.

CORONATION

Moved by Green second by Trullinger to approve the burning of the letters in front of the fire hall.  Aye: all.  Motion carried.

 

MEETING DATE CHANGES

Councilman Torrey questioned the rest of the Council about having the Council members who can make a regularly scheduled meeting,  that has been changed to a different date due to a lack of a quorum, so citizens who planned on attending could come and be heard.  The rest of the Council felt this would be a waste of time and money, since no meeting can be held without a quorum and no decisive answers could be given to the citizen.  He also questioned if there was a state law that states you must have so many hours prior to canceling a meeting. The Finance Officer stated there is no law dealing with this.  The rest of the Council felt you cannot predict when other Councilmen have emergencies and a quorum cannot be obtained through no fault of anyone, so there could not be such a law.

 

Other items discussed:

  1. Governmental Funds Sheets presented through September 1.
  2. Someone was injured when they fell off a swing in the park. 
  3. The public works staff  has been chip sealing, patching, reading meters, cutting and planting trees.
  4. The phone tree has been set up for quite sometime and needs more data entered to work correctly.

 

Being no further business the Mayor adjourned the meeting at 6:45 p.m.
