A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on May 4, 2016. Present were: Mayor Jack Trullinger, Councilmembers: Larry Graham, Laurie Holloway, and Kathy Trullinger. Absent: Rikka Buchtel. With Councilors Gossard and Shoemaker taking over for Graham & Buchtel after old business. Also present: Meri Jo Anderson, Finance Officer, Tim Hall, Dir. of Public Works, Deputy Sheriff Sgt. Randy Harkins, Randy Madsen, Teresa Gossard, Adrienne Gossard, Karin Shoemaker, Larry Gossard, Marvin Rask, Ronnie Racicky, and Dianne Trullinger.

SENIOR PROJECT Adrienne Gossard presented her senior give back project to the Council. She took pictures of different areas of the Community and displayed them. The Council agreed these pictures could be hung at the Community Center. As part of the project she also took pictures of the Council and Staff to update the website newunderwood.com. The Council expressed appreciation.
Clean up week-end was well attended and two roll offs were filled.
The new larger dumpsters have been installed and so the City will no longer have Thursday pick up for these businesses.
Water Expo in RC last week. He learned a lot about the new technology that is available, and we can’t afford.
Pool drained and the lifeguards will start deep cleaning this week-end.
NORTH “C” AVE
Larry Gossard explained his plan for the street project of North “C’ Ave. He did some variations to the Engineering plan with culverts. He questioned the Council about using limestone. The Mayor and Council agreed he should use what he feels would work the best. The project should not disrupt the flow of traffic for more than two hours at a time.
Marvin Rask questioned the policy that landowners must pay for their own culverts.
OATHS OF OFFICE
The Mayor and Council thanked outgoing Councilors Buchtel & Graham for their service.
The Finance Officer administered the oath of office to reelected Mayor Trullinger.
Mayor Trullinger administered the oath of office to Councilors Gossard and Shoemaker.
COUNCIL PRESIDENT & VICE PRESIDENT
The Mayor read the duties of the Council President and Vice President. Moved by Gossard to appoint Councilor Holloway as Council President. K. Trullinger seconded. Aye: all. Motion carried. Moved by K. Trullinger second by Shoemaker to appoint Gossard as Council Vice President. Aye: all. Motion carried.
The Mayor made the following recommendations for appointments & designations: Finance Officer – Meri Jo Anderson; City Attorney – Chris Beesley
Motion by Holloway second by Gossard to approve these appointments. Aye: all. Motion carried. Mayor Trullinger administered the oath of office to Meri Jo Anderson. The City Attorney will take his oath next meeting.

The Mayor questioned the Council on if they wanted to raise the garbage rate to pay the half cent sales tax increase. After discussion the Council agreed to not increase the rate and just absorb the cost with City funds. Roll call vote. Aye: Gossard, Holloway, Shoemaker, Trullinger. Nay: none. Motion carried.
OTHER ITEMS DISCUSSED:
Sgt. Harkins presented the written monthly report. (Deputy McPherson was at Freshman Impact.)
The Pet Clinic went well also, and about 40 pets were given shots.
Mayor Trullinger sent a letter to Pennington County on the 513 S. “A” Ave project which entails the removal of the mobile home.
Supplemental budget ordinance 16-01 tabled until May 18 meeting.
Booster Club takes care of tiger sign.
