MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL

 

A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on January 20 2016. Present were: Mayor Jack Trullinger, Councilmembers: Larry Graham, Laurie Holloway, and Kathy Trullinger. Absent: Rikka Buchtel. Also present: Meri Jo Anderson, Finance Officer, Tim Hall, Dir. of Public Works, Deputy McPherson, Stanley Jr., Anna and baby Janis, and Dianne Trullinger.

 

AGENDA

Motion by Graham second by K. Trullinger to approve the agenda. Aye: all. Motion carried.

 

MINUTES

Moved by Holloway second by Graham to approve the January 6, 2016 as presented.  Aye: all. Motion carried. 

 

PUBLIC WORK

  • Public Works has started installing the LED lights at the Community Center.
  • The north well’s new parts have been installed and is now on line and up and running. DENR has been notified of this.
  • Mr. Hall passed his last certification test and is now fully certified a class I operator in water and sewer.
  • The results of the fluoride tests were faxed to DENR.

 

LAW ENFORCEMENT Deputy McPherson cautioned against drinking and driving and again requested donations for the CORE program (freshman impact).  This will be placed on the next agenda.

 

RESOLUTION NUMBER 16-01

The following resolution was introduced by the Mayor.

RESOLUTION NUMBER 16-01

 

WHEREAS the New Underwood City Council sees that local government can benefit from an additional source of funding for infrastructure projects, which they previously supported in 2014, and

WHEREAS the State Legislature could allow municipalities an option to permit Municipalities to adopt, by Ordinance, with a mandatory vote of the public, an additional penny sales tax for specific infrastructure projects, and

WHEREAS this penny for infrastructure is not a state wide tax, but a local option revenue source, that each registered voter in this city would have a vote in, to upgrade and expand their infrastructure, and

WHEREAS the voters of this city would determine the year or number of years the tax will apply noting this cannot be extended without a vote of the citizens; and

NOW THEREFORE BE IT RESOLVED by the New Underwood City Council that the Legislature of the State of South Dakota be encouraged to provide for statutory powers to allow a local option additional penny municipal sales tax, with the approval of our municipal voters for specific infrastructure projects.

Motion by K. Trullinger second by Holloway to accept Resolution Number 16-01. Roll call vote.  Aye:  Graham, Holloway, and K. Trullinger.  Nay: none.  Motion carried.

 

SPECIAL LIQUOR LICENSES

SL16-01; Moes Bar & Grill; September 24, 2016; Wedding

SL#16-02; Moes Bar & Grill; March 11, 2016; Roping Club

Moved by Graham second by Holloway to approve these special licenses for serving alcohol at the Community Center.

 

BUILDING PERMIT

BP#16-01; Stanley Janis Jr; 111 S. “C” Ave; Move On Mobile Home

Moved by Graham second by Holloway to disapprove this permit, since the mobile home does not have a peaked roof, as required by ordinance. Aye: all.  Motion carried.

 

OTHER ITEMS DISCUSSED:

  1. The Finance Officer presented the governmental funds sheets.

  2. SDML has filed an Amicus brief on the Buffalo Chip situation.

  3. Vacancy notice was presented. Petitions may be taken out starting January 29, 2016.

  4. Insurance check for the pump break down in March has been received.

     

    Being no further business Mayor Trullinger adjourned the meeting at 6:22 p.m.
