New Underwood, South Dakota

A regular meeting of the New Underwood City Council was held at 7:00 p.m. at the Community Center on February 1, 2017. Present were: Mayor Jack Trullinger, Councilmembers: Teresa Gossard, Larry Graham, Karin Shoemaker, and Kathy Trullinger. Also present: Meri Jo Anderson, Finance Officer, Dir. of Public Works Tim Hall, Deputy McPherson, Lt Morrison, and Deputy Jeff Jones. The meeting was called to order by Mayor Trullinger.

MINUTES

Moved by Gossard second by K. Trullinger to approve the January 18, 2017 minutes as presented.   Aye: all. Motion carried.

LAW ENFORCEMENT

• Deputy McPherson presented his written monthly report.

• He also reported that the dog issue on Bailey has received a notice of abatement on this problem. One of the complainants is willing to sign a complaint form and provide current pictures, so a citation can be issued.

• Lt. Morrison reported that Deputy Jeff Jones will be appointed to New Underwood to cover after the retirement of Deputy McPherson on February 15, 2017. This transition will take about a month, so in the meantime we will have coverage from other deputies.

  C.O.R.E.

  Deputy McPherson requested a donation for freshman impact. Mayor Trullinger recommended giving the same amount as last year which was $250.00. Motion by Gossard second by Graham to donate $250.00 to C.O.R.E. (freshman impact). Aye: all. Motion carried.

   

  OBSTRUCTIONS

  Cars being parked on the streets due to snow being in the driveways were sent letters of abatement. City street right of ways are 70 feet wide and must be clear of obstructions of any kind, so the public is reminded to keep public right of ways clear and remind the citizens that this is not their personal parking area for vehicles, boats, campers, etc.

MAYORS CHALLENGE

Mayor Trullinger reported on the Black Hills Mayor Challenge, raising monies for cancer research & programs that currently he is ahead of other Mayors with donations. More details and donations go to www.relayforlife.org/blackhillsmayorschallenge.

MOBILE HOME PARK ORDINANCE

A letter was sent inviting the mobile home park owners to the next meeting to get their input and to discuss changes to our current ordinance. Citizens should contact their Councilors, City Hall, or come to the meeting if they have input.

SPIKING PERMIT

SP17-01; American Legion; February 5, 2017; Superbowl party

Motion by Gossard second by K. Trullinger to approve this permit. Aye: all. Motion carried.

BUILDING PERMIT

Moved by K. Trullinger second by Gossard to table the Boomsma move on permits until more information and the permits are received. Aye: all. Motion carried.

 OTHER ITEMS DISCUSSED:

1. Mayor Trullinger.
2. Tier II report sent to DENR
3. Mr. Hall is working on a surplus property list.
4. The radiological tests on water were sent to DENR and came back revealing that the radium removal plant is taking all the radium out as it is supposed to. This ample is submitted annually.
5. Municipal Legislative Day in Pierre February 7 & 8. This will be considered a special meeting with no City business being conducted. Mayor mentioned special interest in HB1179 & 1075.
6. Code Red is in process of being set up.

Being no further business Mayor Trullinger adjourned the meeting at 6:24 P.M.
