NEW UNDERWOOD CITY COUNCIL
A regular meeting of the New Underwood City Council was held on April 2, 2008 at 6:00 p.m. in the City Hall. Present were: Mayor Benita White, Councilmembers: Jackie Dahlquist, Michael Green, Tyler Richter, and John Torrey. Also present: Fin. Officer Meri Jo Anderson, Dir. of Public Works Greg Hall, Sgt. Weber, Officer McPherson, Chad Feldman, Tralice Ellis, Sheila White, Marvin Rask, Cris Allen, Brian Johnson, Tiffany Knuppe, Jennifer Printz, Sarah Nelson, Kim McNutt, Peggy Scott, and Jack Trullinger.

No bids were received. Quotes will be now be obtained as per SDCL 5-18-9.1.
MINUTES
Moved by Torrey second by Dahlquist to approve the April 2, 2008 minutes as presented. Aye: all. Motion carried.

The Finance Officer presented the financial reports, bill-list and vouchers. Motion by Torrey second by Richter to approve the financial reports and the following warrants as presented. Aye: all. Motion carried.

LAW ENFORCEMENT
Officer McPherson presented his written monthly report. The theft cases have been solved.
Officer McPherson reported there is a weapons problem at the school. State law dictates that students cannot have any weapons (pocket knives included) on or about their persons (also includes inside vehicles), within 1,000 feet of the school during school hours or school activities. People need to understand that this is a State Law and there is no way around it, so please pass this information on to others.
Officer McPherson presented his written monthly report and answered questions from the Council.
PUBLIC WORKS PICK UP
A lengthy discussion on the old city pick up followed. Richter moved that the pick up be taken someplace and get an estimate on what it would cost to fix. Green seconded. Aye: all. Motion carried. Mr. Rask stated he could take a look at it and put in distributor & coil for under $200.00.
ENGELHART
The agreement with Engelhart on water is being finalized and will be forwarded to the City Attorney. The Council suggested putting in conditions on the infrastructure and information about the booster pumps, special assessments if and when petitions for annexation come about. Discussion on fire hydrants, with input from the City Engineer on volume and pressure, followed.
DEMOLITION OF OLD CITY HALL
Nothing can be done about the drainage to the south of the old City Hall at this time.
CONSUMER CONFIDENCE REPORT
The 2007 Drinking Water Report is available at City Hall for public inspection, this is a report on our water quality. The Council made a change on the amount of average usage and then moved that corrections to the report be made and send back to DENR and release the report to the public by July 1, 2008. Motion by Torrey second by Dahlquist to then authorize the Dir. of Public Works signature on this report. Aye: all. Motion carried.
SPECIAL COMMERCIAL GARBAGE RATE
Crosbie Ditching requested a special commercial garbage rate, since they do not have a large volume of garbage. Moved by Richter second by Torrey to approve the special commercial garbage rate. Aye: all. Motion carried.
MATZ WATER MAIN
Mayor White reported that Ralph Matz had come in last week and had questions about time frames for water main extensions. The Council agreed that he should put down his actual questions and requests in writing and they will respond. The Council discussed the dedicated R-O-W on the west side of town and agreed they will work with Matz.
OTHER ITEMS DISCUSSED:
- Mike Holloway & Chad Feldman will be going to classes this month. Chad Feldman will be taking the certification test at the completion of the classes.
- Clean Up Week-end will be April 26 & 27th (alternate – May 3 & 4). The Pet clinic is April 27, from 1:00 to 3:00 p.m.
- Tralice Ellis reported the chairs and chair rack for the Community Center have been ordered.
- Mayor White reported the Centennial Committee is finalizing the schedule and things are falling into place for the celebration.
- Ordinance Number 08-01; rural water; is being looked over by the City Attorney. A penalty clause needs to be added and inspection by the City.
- The Municipal League District meeting is April 9th at Hill City.
Being no further business the Mayor adjourned the meeting at 7:00 p.m.
