MINUTES OF THE NEW UNDERWOOD
2017 EQUALIZATION BOARD
A meeting of the New Underwood Board of Equalization was called to order on Monday, March 20, 2017, at 3:00 p.m. as required by SDCL 10-11-13 with the following members present: Mayor Jack Trullinger, Councilmembers Teresa Gossard, Karin Shoemaker, and Kathy Trullinger. Objectors: Randy Madsen and Watkin (Dub) Vanneman. Finance Officer Meri Jo Anderson acted as Clerk.
The local board ascertained that all taxable property in the City had been properly placed upon the assessment roll. (This was done by staff the preceding week.)
March 20, 2017 Appointments
3:00 p.m. – Randy H. Madsen; PO Box 342; Located at Boondocks Parcel #53183; 22790 161st Ave., Vin #61066N, 1980 Medallion 16X80; Tax ID#8001110 (Mobile home value) This objection form was received on 3-9-17, objecting to value since the mobile home has been gutted and needs new roof. Current value is $10,200.00
After discussion it was moved by Gossard second by Shoemaker to leave as is and request assessor look at it, since the board is not assessors. Aye: none. Nay: J. Trullinger, Gossard, Shoemaker, and K. Trullinger. Motion did not pass. More discussion followed with Mr. Madsen stating they only use for storage currently. Motion by J. Trullinger second by Gossard that since no comparables for this situation exist the assessed value should be the purchase price of $2,000.00, with the value increasing when he makes this mobile home into a shower house. Aye: all. Motion carried.
3:10 p.m. - Watkin J. Vanneman; S25,T2N,R10E, BHB, SW1/4 less that PT lying S of 1416 & less ROW N1/2SE1/4 less row, S1/2SE1/4 less pt lying S 1416 less ROW; Tax ID#Tax0064622.
The objection is that he is not being taxed as a rural service district.
Motion by J. Trullinger second by Gossard to get this property classified as rural service district which was done when he annexed into the City in 2012 and paperwork was filed with the County (see attached). Aye: all. Motion carried.
The 2017 Local Board of Equalization adjourned & closed at 3:25 p.m.
