MINUTES OF THE

NEW UNDERWOOD CITY COUNCIL

 

A regular meeting of the New Underwood City Council was held on December 5, 2007 at 6:00 p.m. in the Community Center.  Present were: Mayor Benita White, Councilmembers: Jackie Dahlquist, Michael Green, Tyler Richter, and John Torrey.  Also present:  Fin. Officer Meri Jo Anderson, Dir. of Public Works Greg Hall, Officer Johnstone, Capt. Mueller, Tralice Ellis, Chad Feldman, Cris Allen, Al Ackerman, Dean Hackens, Sheila & Casey White, Randy Madsen, Jim Hall, Kim Scott, and Nell Boyd.      

 

PUBLIC HEARING – LIQUOR LICENSES

A public hearing on liquor licenses for R.K’s;  Randall & Kathryn Madsen; 415 S. “A” Ave.; Package & Retail Liquor (on & off sale), Rumors; BMW Enterprises, Inc.; 524 S.  “A” Ave; Package & Retail Liquor (on & off sale), and for Steve Brandsted; Steve’s Superstore, Inc. – 22797 161st Ave.; Retail (on sale).  No one presented themselves to voice any objections to these licenses. One question from the audience was why Rumors opens at 11:00 a.m. on Sundays.  They explained that people come in to watch sports and that they then close at midnight on that day.  The Sheriff’s Dept. reported that a compliance test had been performed and all the license holders had passed.  The hearing adjourned at 6:06 p.m.

MEETING DATE CHANGE

The next regular City Council meeting will be on Tuesday December 18 at the Community Center instead of Wednesday December 19, 2007, due to a conflict with the School Board meeting.

 

WATER SALESMAN

The Dir. of Public Works reported that it was going to take three weeks to get a new water salesman, so he bought a new internal mechanism and fixed the old one, so it is again up and running.  The Council agreed to wait on purchasing the new one, and to continue to shop around, since the old one is from the early 80’s, and does need to be updated.

 

CERTIFICATION SCHOOL

Mike Holloway & Chad Feldman attended wastewater school (Lagoons & stabilization ponds) in Spearfish.  Mr. Feldman explained to the Council that it was a very good school with a lot of information in a short period of time, and hopefully he passed the final test.  He will have three more classes to pass before he will be completely certified.

 

DUMP

The dump will close on Saturdays until this spring.  A key can still be obtained at City Hall during regular office hours.

 

LAW ENFORCEMENT

Capt. Mueller gave the written monthly report.  Discussion followed on the new officer who will start this spring.  The Council stated they are still not in favor of the change.  Capt. Mueller said if issues come up, solutions will be found to keep the City happy, and that growing pains are to be expected. 

 

KIDS KASTLE

The office for the Sheriff’s Dept. is done and City Staff painted the interior walls today.  Moving will start next week.

 

POLICY, PERSONNEL, & EMPLOYEE MANUAL

The Council will go over the policy manual again and bring forth their suggested changes prior to the next meeting.

 

BUILDING PERMITS

PB#07-33; Gene Pearson; deck (extension on BP#07-12). 

Motion by Torrey second by Green to approve this extension. Aye: all.  Motion carried.

LIQUOR LICENSES

Steve’s Superstore, Inc. – 22797 161st Ave.; Lot 1 of SE ¼ and Lot 2 AR Vieths Subdivision; Retail (on sale)

Since no one presented themselves to voice any objections it was moved by Richter second by Torrey to approve these liquor licenses for the year 2008.  Aye: all.  Motion carried.

 

OTHER ITEMS DISCUSSED:

  1. The Baptist Church again requested putting a tent in the Park in September and they will also rent the Community Center.  The Council agreed this was fine.          
  2. The fence for well # 2  will be installed this month.    
  3. The Council agreed a letter be sent to the City Attorney on changing attorneys. 
  4. The Public Works Dept will help the Legion take down the flags this year, and will coordinate with the Legion in coming years. 

 

Being no further business the Mayor adjourned the meeting at 7:10 p.m.
