MINUTES OF THE

NEW UNDERWOOD CITY COUNCIL

 

A regular meeting of the New Underwood City Council was held at 6:00 p.m. in the Community Center on February 18, 2015.  Present were: Mayor Jack Trullinger, Council member’s: Larry Graham, Laurie Holloway, and Kathy Trullinger Absent: Rikka Buchtel. Also present: Finance Officer Meri Jo Anderson, Deputy McPherson, Michelle & Devin Antone, Monte Sandal, and Dianne Trullinger. The meeting was called to order by Mayor Trullinger.

 

PUBLIC HEARINGS

Zoning Map amendment; Michelle Antone & Darlene Wolf; 16076 Hwy. 1416; Written request to rezone to agricultural district.  No one presented themselves to voice any objections.

Special License 15-01; Moes; at Community Center; March 13, 2015. No one presented themselves to voice any objections.

The hearings closed at 6:10 p.m.

Motion by Graham second by K. Trullinger to approve the agenda.  Aye: all. Motion carried.

 

MINUTES 

Moved by Holloway second by K. Trullinger to approve the February 5, 2015minutes.   Aye: all.  Motion carried. 

 

LAW ENFORCEMENT

Deputy McPherson presented his written monthly report.

 

ROAD TO LAGOON

Steve Swanson questioned the width of the public access easement across his land to the dump, since he would like to put up a fence on the south side of the road. The Mayor looked through all the old minutes and records and the only easement he found was a 20 foot wide utility easement.  Since the road to the lagoon has been used for over fifty years the Council agreed that the width of the public right of way they would have to use is 20 foot wide.

 

REZONING REQUEST

Rezoning request; Michelle Antone & Darlene Wolf, return property to general agricultural district. Consideration of Resolution Number 15-03

Resolution Number 15-01 was introduced. 

RESOLUTION NUMBER 15-03

REZONING TO AGRICULTURE

 

BE IT RESOLVED by the Common Council of the City of New Underwood that Lot 4 of Outlot A of SW1/4SE1/4, and Lots 2 & 3 of Outlot A of SW1/4SE1/4; North Underwood Addition, Section 30, T2N, R11E, BHM, New Underwood, South Dakota, be zoned agricultural and the zoning map be amended to reflect this change.

Moved by Graham second by Buchtel to approve Resolution Number 15-03.  Roll call vote.  Aye: all.  Motion carried.

 

PENNINGTON COUNTY FUEL TANKS

Pennington County Highway Superintendent Tom Wiseley called the Mayor and stated the Commission has designated the fuel tanks at the old County Shop as surplus and would sell them to us.

 

RESOLUTION NUMBER 15-04

                                                                                                 

CITY of NEW UNDERWOOD

AUTHORIZING RESOLUTION AGREEMENT BETWEEN PENNINGTON COUNTY AND THE CITY OF NEW UNDERWOOD

 

WHEREAS, the City of New Underwood is in need of fuel tanks; and

 

WHEREAS, Pennington County Highway has put on surplus two fuel tanks, and

 

NOW THEREFORE BE IT RESOLVED that the City of New Underwood purchase the 1,000 gallon tank diesel tank and the 500 gallon gas tank with electrical and containment area from Pennington County Highway for the amount of $1,500.00.

Motion by Graham second by Holloway to approve Resolution Number 15-04.  Roll call vote.  Aye: all.  Motion carried. Councilor Graham cautioned public works staff to use wisdom on amount of fuel purchased so it does not get old.

 

SPECIAL LICENSE

Special License 15-01; Moes; at Community Center; March 13, 2015

Motion by Holloway second by Trullinger to approve this license.  Aye: all.  Motion carried.

 

ABATEMENT

Consideration of Abatement; Ben or Britney VanderMay; 207 S. Monroe; error when placed on tax roll.

Motion by Graham second by Holloway to approve the abatement as recommended by the County for the VanderMay property.  Aye: all.  Motion carried.

 

BUILDING PERMITS

BP#15-01; Michelle Antone; 16076 Hwy 1416; fence

Moved by K. Trullinger second by Graham to approve this permit.  Aye: all. Motion carried.

BP#15-02; Travis Madsen; 22723 161st Ave; bins & relocation of scale.

Motion by Holloway second by Graham to approve this permit.  Aye: all.  Motion carried.

 

OTHER ITEMS DISCUSSED:

  1. The finance officer presented the governmental funds sheets.
  2. Mr. Hoffman has been ill, so the ground storage bldg. work has slowed, but should be completed within the month.
  3. Community Center Committee is trying to get organized.
  4. Gossard Dirtwork will fill in the old hole at the dump and dig a new one asap when weather allows.
  5. Still waiting on a quote from Hydro Klean on camering the sewer lines.
  6. Local Board of Equalization is the third Monday in March (March 16, 2015).

 

Being no further business Mayor Trullinger adjourned the meeting at 6:43 p.m.
