A regular meeting of the New Underwood City Council was held on April 6, 2005 at 6:00 p.m. Present were: Mayor Benita White, Councilmembers: Jackie Dahlquist, Michael Green, Tyler Richter, and LeeAnn Schumacher. Also present: The Fin. Officer Meri Jo Anderson, Dir. Public Works Greg Hall, Asst. Finance Officer Teresa Gossard, Officer Bachman, and Al Ackerman.

AGENDA

 Moved by Richter second by Schumacher to approve the amended agenda. Aye: all. Motion carried.

MINUTES

 Motion by Dahlquist second by Schumacher to approve the 2005 Equalization minutes and the Mar. 16, 2005 minutes with the following correction: Absent: Richter. Aye: all. Motion carried.

 FINANCIAL REPORT & BILLIST

 The Finance Officer presented the financial reports, bill-list and vouchers. Motion by Richter second by Schumacher to approve the financial reports and the following warrants as presented. Aye: all. Motion carried. March bills payable April 6, 2005

EQUALIZATION

The City Council will meet with the County Board of Equalization on land values April 14, 2005 at 10:10 a.m. The Mayor will also try to attend some of the individual appointments on April 20th.

MEETING DATE CHANGE

The next City Council meeting will be held on Tuesday April 19, since the district meeting is on Wednesday night.

LAW ENFORCEMENT

Officer Bachman reported Officer Wardle is away at school, so other deputies will cover the City until his return.

PUBLIC WORKS STAFF

Mr. Hall reported Jack is hoping to return May 23rd; Curtis hired for summer help; another youth will be hired.

GARBAGE

Garbage will not be picked up May 9th & 10th – pick up will be May 12th.

STAGE

The stage is here and Lynn Smith, Tim Hall, and Greg Hall set it up in the Community Center for the play. Joe Stangle constructed and delivered the steps. The Committee is looking for an enclosed trailer (minimum size 12’ X 5’) to store the stage.

CITY HALL RENOVATION

Councilman Richter reported on the quotes he has received on a pole shed. The Mayor will speak to the County about what their future plans are. A different façade on the front of the building was tabled.

BUILDING PERMITS

Chuck Gottschalk requested he be allowed to live in a travel trailer in his back yard, while he is building the new house. Motion by Schumacher second by Green to grant this request, with the stipulation that it will only be until Sept. 1st of this year. Aye: all. Motion carried.

SPIKING PERMITS

SP#05-03 - Meri Jo Anderson – April 30, 2005Motion by Richter second by Green to approve this permit. Aye: all. Motion carried.

ORDINANCE NUMBER 05-03

The current employee leave policy was discussed, minor changes were made, and put in ordinance form, so the Council has more say in how the policy is enforced. Moved by Schumacher second by Richter to approve the first reading of Ordinance Number 05-03. Aye: all. Motion carried.

OTHER ITEMS DISCUSSED THROUGHOUT MEETING

1. Good Samaritan propane tanks tabled.
2. The district meeting will be in Keystone April 20, the staff, Mayor, and some of the Council will attend.
3. The Community Center will get a spring-cleaning, we will try to hire the same cleaners as last year. 
4. The animal clinic will be April 24, 2005 from 1-3.
