MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL

 

A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on September 21, 2016. Present were: Mayor Jack Trullinger, Councilmembers: Teresa Gossard, Laurie Holloway, Karin Shoemaker and Kathy Trullinger.  Also present: Meri Jo Anderson, Finance Officer, Mike Holloway, Public Works (Tim Hall arrived later), Randy Madsen, Josh Larson, and Dianne Trullinger.

AGENDA

Motion by Holloway second by Shoemaker to approve the agenda. Aye: all. Motion carried.

 

MINUTES

Moved by K. Trullinger second by Gossard to approve the September 7, 2016 minutes as presented.   Aye: all. Motion carried. 

 

LIFT STATION PUMP

Mike Holloway reported the pump at the lift station went out, so replacement propellers for the grinder pump have been ordered and a new back up pump was ordered. The new pump cost is approximately $4200.00 with shipping. The public works crew is manually pumping the lift station until the new pump arrives.

 

DUMP WINTER CLOSURE

After discussion, motion by Shoemaker second by Holloway to close the dump for the winter starting October and resuming in April. Aye: all. Motion carried.

 

METERS

The Mayor requested permission for public works to purchase replacement meters on e-bay when they become available, since you can no longer get our type of meters through the water companies. Motion by Holloway second by Gossard to approve public works spending up to $3,000.00 on meter replacement. Aye: all. Motion carried.

 

PUBLIC IMPROVEMENT PROJECT

Resolution Number16-02 was introduced.

 

RESOLUTION NUMBER 16-02

 

WHEREAS the New Underwood City Council has always considered the chip seal project as a public improvement, and would like to formally declare this, and

 

WHEREAS the State Legislature allows municipalities to declare public improvements for specific infrastructure projects, and

 

NOW THEREFORE BE IT RESOLVED by the New Underwood City Council that chip sealing projects are a public improvement project.

Motion by Holloway second by Shoemaker to approve Resolution Number 16-02. Aye: Gossard, Holloway, Shoemaker, and K. Trullinger. Nay: none.  Motion carried.

 

FORESTRY DEPARTMENT

Josh Larson, Community Forester, SD Dept. of Ag. spoke to the Council about different programs available and joining Tree City USA. He will work with the community and individuals on soil samples, tree diagnosis, etc. If we in the community need advice on trees, his phone number is 605-394-1670.  The Council will consider being part of Tree City USA, which takes a commitment of money and time.

 

MEETING DATE CHANGE

Due to the SDML Conference the City Council’s first meeting in October will be October 3, 2016.

 

GARBAGE DAY

Starting October 1st all garbage will be picked up on Tuesdays. That is the only day the garbage route will be run, so everyone is to put their garbage out by 6:00 a.m. on Tuesday starting October 4th.

 

SUPPLEMENTAL BUDGET ORDINANCE

Supplemental Budget Ordinance Number 16-06 received its first reading. Motion by K. Trullinger second by Holloway to approve the first reading. Aye: all.  Motion carried.

 

AMENDMENT STREET LIGHTS ORDINANCE NUMBER 16-07

Ordinance Number 16-07 an amendment to the street light ordinance received its first reading.    

Motion by Gossard second by K. Trullinger to approve the first reading. Aye: all.  Motion carried.

 

SPECIAL LICENSE

#16-07; Corner Bar; Community Center; 10/22/16

Moved by K. Trullinger second by Holloway to approve this permit. Aye: all.  Motion carried.

 

 OTHER ITEMS DISCUSSED:

  1. SDML Conference October 5-7, 2016 in Rapid City. All the Council and Public Works staff plan on attending.
  2. Govt. funds sheets were presented.
  3. Reading Meters will start next week. So everyone can expect a visit from Public Works.
  4. Hired Racicky Plumbing to fix curb stop at foreclosed house on “B” Ave. The bill will be sent to HUD.
  5. Spiking Permit 16-05 date change on next agenda.

 

Being no further business Mayor Trullinger adjourned the meeting at 6:50 P.M.
